HEPA filter cassette is a finished, framed filter unit, not loose filter media. The frame holds a folded pack of filtration media in place and seals it against a housing. That housing might be a ceiling grid in a cleanroom, the slide-in slot of a home air purifier, or the chamber of a vacuum cleaner.
Two standards define what counts as HEPA in the first place. The U.S. Department of Energy standard, DOE-STD-3020, sets the baseline: a HEPA filter must capture at least 99.97 percent of particles at 0.3 microns. Europe’s EN 1822 standard goes further, grading filters from H10 up to H14 based on efficiency at the Most Penetrating Particle Size, or MPPS, the specific particle size (usually between 0.1 and 0.3 microns) that a given filter media struggles with most. H13 is rated at 99.95 percent efficiency, H14 at 99.995 percent. That looks like a small gap on paper, but it is a tenfold drop in the particles allowed through.
None of that tells you whether the specific cassette in your hand was actually built to hold that rating once it is installed.
Why Overall Efficiency Is Not the Whole Story
EN 1822 measures two different things. Overall efficiency is the average across the whole filter. Local efficiency is the worst single point on the filter, found by scanning it for leaks. Here is the part that matters for buyers: H13-class filters and below are only required to pass the overall efficiency test. Scanning every single point on every single unit for a pinhole gap in the seal only becomes mandatory at H14 and above.
In practice, that means an H13 filter can average 99.95 percent efficiency across its surface and still ship with one weak seam near the frame that nobody individually tested. Two factories can both print H13, 99.95 percent on the box. One scans every unit for leaks anyway, as good practice. The other only tests a representative sample from the batch. Both labels are accurate. Only one of those cassettes is guaranteed leak-free, unit by unit.
This is the real reason a batch of identical HEPA filter cassettes can behave differently once they reach a customer’s home or a client’s cleanroom, long before anyone thinks to question the rating itself. What Three Build Details Decide Whether a Rating Holds Up
Three choices inside the frame decide whether a printed rating survives contact with the real world: frame material, sealing method, and pleat pack construction.
Frame Material
Particleboard and untreated wood frames are common in lower-cost cassettes because they are cheap and easy to machine. They also absorb moisture. In humid climates or shipping containers, a wood frame can swell or warp just enough to open a gap between the frame and the seal, something that never shows up in a dry factory test. Aluminum, galvanized steel, and rigid ABS plastic frames cost more but hold their shape across a wider range of temperature and humidity, which matters most for filters that travel far from the factory before installation.

Sealing Method
There are three common ways to seal the media pack into the frame. A gel seal uses a channel of soft, non-hardening urethane gel, and a matching knife-edge ridge on the housing presses into it, forming a seal that self-adjusts to small imperfections. A gasket seal relies on a strip of foam or rubber and even clamping pressure. It is reliable, but only as good as the housing hardware pressing against it. A cast, or potted, seal bonds the media pack directly into the frame border with adhesive, permanently, with no separate gasket to compress or wear out over time.

Pleat Pack Construction
Inside the frame, the filter media is folded into pleats to maximize surface area. A mini-pleat design uses aluminum or paper separators between each fold to keep the pleats evenly spaced, which increases usable media area and lowers airflow resistance and is common in deeper, higher-capacity cassettes. A separatorless design uses beads of hot-melt adhesive instead of physical separators, allowing a thinner, lighter cassette that fits compact housings. That is why it shows up so often in consumer air purifiers and vacuum filters, including compact units buyers place in an open kitchen where induction cookers add fine grease particulate on top of the everyday dust load.
Neither approach is universally better. A poorly executed version of either one, with uneven glue bead spacing or inconsistent pleat depth, will raise pressure drop and shorten filter life even while carrying the correct efficiency class on the label.

If a spec sheet only lists the class and the percentage, that is the overall efficiency, not proof of a leak-free seal. Ask what testing actually sits behind the number, and ask to see the underlying EN 1822 or DOE-STD-3020 test report rather than just the summary line.
